Det palestinske sivilsamfunnets opprop for BDS

Det palestinske sivilsamfunnet oppfordrer til boikott, desinvesteringer og sanksjoner (BDS) mot staten Israel inntil de følger internasjonal lov og menneskerettighetsserklæringen.

Ett år etter den historiske uttalelsen fra Den internasjonale domstolen (ICJ) som fant Israels mur bygget på okkupert palestinsk territorium ulovlig, fortsetter Israel byggingen av kolonimuren med total ignorans overfor domstolens avgjørelse. Trettiåtte år inn i Israels okkupasjon av palestinske Vestbredden (inkludert Øst-Jerusalem), Gazastripen og den syriske Golanhøydene, fortsetter Israel å utvide jødiske kolonier. De har annektert okkuperte Øst-Jerusalem og Golanhøydene, og annekterer nå de facto store deler av Vestbredden ved hjelp av muren. Israel fortsetter også å bygge og utvide sine kolonier på Vestbredden i skyggen av sin tilbaketrekning av soldater og kolonier fra Gazastripen. Femtisyv år etter at staten Israel ble bygget, hovedsakelig på land etnisk renset for sine palestinske eiere, er et flertall av palestinerne flyktninger og de fleste er statsløse. Videre er Israels system for rasediskriminering mot sine egne arabisk-palestinske borgere fortsatt intakt.

I lys av Israels vedvarende brudd på internasjonal lov; og

Gitt at det siden 1948 har blitt vedtatt hundrevis av FN-resolusjoner som fordømmer Israels koloniale og diskriminerende politikk som ulovlig og som krever umiddelbare, tilstrekkelige og effektive virkemidler; og

Gitt at alle former for internasjonal intervensjon og fredsprosesser til nå ikke har klart å overbevise eller tvinge Israel til å følge humanitær lov, til å respektere grunnleggende menneskerettigheter, og å avslutte sin okkupasjon og undertrykkelse av det palestinske folk; og

I lys av det faktum at samvittighetsfulle mennesker i det internasjonale samfunnet historisk sett har tatt på seg det moralske ansvar for å bekjempe urettferdighet, som for eksempel i kampen for å avskaffe apartheid i Sør-Afrika gjennom diverse former for boikott, desinvesteringer og sanksjoner; og

Inspirert av sørafrikanernes kamp mot apartheid og i ånden av internasjonal solidaritet, moralsk forpliktelse og motstand mot urettferdighet og undertrykkelse;

Påkaller vi, representanter for det palestinske sivilsamfunn, internasjonale sivilsamfunnsorganisasjoner og folk med samvittighet over hele verden til å innføre bred boikott og implementere desinvesterende tiltak mot Israel tilsvarende de som brukes mot Sør-Afrika i apartheid-tiden.Vi ber dere om å presse deres respektive stater til å innføre embargo og sanksjoner mot Israel. Vi inviterer også samvittighetsfulle israelere til å støtte dette oppropet, av hensyn til rettferdighet og ekte fred.

Disse ikke-voldelige straffetiltakene bør opprettholdes inntil Israel møter sine forpliktelser til å anerkjenne det palestinske folkets umistelige rett til selvbestemmelse, og til de opptrer i fullt samsvar med forskriftene av folkeretten, ved at de:

1. Avslutter sin okkupasjon og kolonisering av alt arabisk land, og river muren
2. Anerkjenner de grunnleggende rettighetene til den arabisk-palestinske borgere av Israel til full likestilling; og
3. Respekterer, beskytter og fremmer rettighetene til palestinske flyktninger til å vende tilbake til sine hjem og eiendommer som fastsatt i FN-resolusjon 194.
